罗非鱼出口量大幅度提升起于 20 世纪 90 年代中期我国罗非鱼外贸的规模化，现 为罗非鱼 大生产国与出口国。 出口额自2002年的0.5亿美元上升到2009年的 7.1 亿美元，增长了 13 倍，平均年增长率为 146%，而同期我国水产品出口额年增长率为 18.6%， 罗非鱼出口在近几年经历了跨越式的增涨，被 水产品养殖界誉为“21 世纪 有价值的一条鱼”。 我国产业贸易发展不稳定，受外界因素影响剧烈， 贸易发展风险性较高，在生产层面上则会影响渔民及生产基地的正常生产发展。此外汇率因素对我国罗非鱼出口也比较明显，从 2007 年起我国汇率的大幅提高也对我国罗非鱼产品出口贸易造成了较大影响。

我国罗非鱼资源禀赋优势同水产品总体情况相同，正呈现逐年下降的局面。这说明在多年的资源优势开发过程中资源潜力已经获得较充分开发，同时随着世界养殖业的发展，罗非鱼养殖的 竞争也日益激烈。对于我国渔业发展来说，现阶段单纯依靠资源禀赋所建立起来的比较优势水平是一种短期的不持续的比较优势水平， 渔业发展需要在现有基础上积极引进创新机制，创造可持续的优势发展战略，否则会导致“坐吃山空”的情况出现。
